It is extremely challenging to prepare for very fast Category 5 hurricanes like Hurricane Michael. Storms of this size generate extreme winds and storm surge that knock out communications, including cellphone towers, and transportation routes. Proactive planning and decision-making at the community level can ensure that no one is left without assistance.
